-tion of His Majesty's pleasure the following Ordinance entitled:~

An Ordinance to amend the Military Stores (Exportation)

is enclosed.

Ordinances, 1862 and 1914. No. 3 of 1915.

You will observe that by virtue of the enlarged definition of the term "export contained in Section 2 of the Bill, the Government now possesses the right of intercepting prohibited cargo passing through the Colony without transhipment. This right will however not be exercised without previous reference to you except under very special circumstances, and then only for the purpose of obtaining your instructions.
